Developed and built by China Construction Third Engineering Bureau Co Ltd, the facility is located near Muztagh Ata, the third highest peak of the West Kunlun Mountains in Akto county, Northwest China's Xinjiang Uygur autonomous region. It sits at an altitude of 4,526 meters, with a total construction area of approximately 150 square meters, and is capable of supporting scientific research, accommodation, and office functions.

It aims to reduce the risk of altitude sickness and physiological damage caused by the plateau's extreme environment. The facility is expected to support the rapid development of China's astronomical scientific research.
